This watercolour is of rather a large size for its' type and given that the work is signed and dated, suggests to me that this is of a rather well to do young man.
He is dressed in a rather splendid blue dress coat, with slicked down hair and is standing against a balcony wall with extensive grounds beyond.
But he is still a child and is shown with his whip and top.

This lovely painting has never been out of its frame since 1849, so tiny bits of debris have inveigled their way behind the glass.
